Challenges and opportunities for operationalizing the Human Right to Water and Sanitation

Harold Lockwood is the director of Aguaconsult and an international expert in water supply and sanitation with over twenty-six years of experience focussing primarily on the rural sub-sector in areas including institutional reform and sector policy development, decentralisation of governance functions, service delivery arrangements and sustainability of services. Harold has worked in a wide range of countries in Latin America, Asia and Africa, including long-term advisory positions to government agencies in both Pakistan and Nicaragua in the 1990s. He co-authored a book in 2011 on the sustainability of rural water service provision, which has contributed substantively to the way in which policy makers, practitioners and governments think about and support investments globally.

Louisa Gosling works in WaterAid’s International Programmes Department, in a team of sector specialists providing support to country teams working on water, sanitation and hygiene programmes. In particular she has been collaborating with practitioners to develop inclusive and rights based approaches that are designed to overcome discrimination and exclusion, to promote gender equality and women’s rights. Louisa has led discussions about the human rights to water and sanitation through the Rural Water Supply Network, contributing to the development of the Handbook written by Catarina de Albuquerque and to materials that aim to communicate the implications of human rights in a way that is practical and relevant for local government officials.

Sheldon Leader is Professor at the Essex School of Law, the director of the Essex Business and Human Rights Project (EBHR) and a member of the Human RightsCentre at University of Essex. He regularly lectures at the University of Paris-Ouest and at several universities in the US and Italy. His work with the EBHR involves research, advice and training on issues involving business and human rights in various parts of the world.
