Centre for Public Accountability and Management

Research

PAM is a cross-disciplinary hub for research on public accountability, public management and the reform of public services.

Our members work across accounting, management, law and governance to study how public services can become more transparent, resilient, equitable and responsive to the citizens and communities they serve. Our research spans financial resilience, digitalisation and AI in the public sector, third-sector accountability, climate and sustainability reporting, and public sector reform in both the UK and internationally.

Current projects

  • EU-CIEMBLY: Creating an Inclusive European Citizens' Assembly (European Commission)
  • Local authorities' financial resilience, including an online toolkit for assessing council finances (CIPFA-funded)
  • Assessing the financial resilience of Swedish municipalities (KEF)
  • Co-production research with vulnerable communities in Brazil during Covid-19 (EPSRC)
  • Improving public sector accounting and fiscal transparency in Nepal (World Bank / GCRF)
  • Climate action and blue-green infrastructure, with Colchester Borough Council
  • Knowledge Transfer Partnerships measuring the social value and impact of local charities in Colchester and London

We welcome enquiries from prospective collaborators, practitioners and PhD students who want to learn more about our work or get involved. Whether you are interested in doctoral study, a joint research project, or simply share our interest in public accountability and management, we would love to hear from you.

Meet some of our researchers

  • Professor Ileana Steccolini (Director) is Editor-in-Chief of Financial Accountability & Management and President of IRSPM. Her research examines governmental financial resilience, public sector accounting reform and accountability, including recent work on citizen inclusion in public assemblies and toolkits to help local authorities assess their own financial resilience.
  • Dr Danielle Tucker (Deputy Director) studies how public sector organisations, including police forces, local authorities and NHS trusts, manage complex change. Her work looks at how strategic communication, identity and technology adoption shape the success of change initiatives, including recent research on integrated care systems.
  • Professor Pawan Adhikari researches public sector accounting and budgeting reform in less developed countries, including the adoption of international accounting standards and climate-related accountability. His current projects include World Bank-funded work on public financial management and a British Academy grant on calculative practices among Gurkha migrants.
  • Dr Anne Steinhoff studies accountability in the voluntary and community sector, including how charities account for their work to funders and the communities they serve. Her award-winning research also examines inclusion and accountability for employees managing chronic illness at work, and she currently is involved with two Knowledge Transfer Partnerships measuring the social value of independent charities in Colchester and London.
  • Dr Paul Kelly researches digital transformation and information systems in international development, focusing on power, inequality and impact evaluation in global development organisations. His current work includes research on decolonising aid-industry structures between Global South and Global North NGOs, and AI's role in skills and education.
  • Dr André Lino researches public sector audit, organisational resilience and the co-production of public services, using qualitative approaches grounded in organisational institutionalism to study public financial management reform. He co-leads the Local Accountability working group within the Research Network on Public Authorities and Financial Distress, and his work has been published in journals including Critical Perspectives on Accounting and Public Money & Management.
