Biography

Judith Bueno de Mesquita is a Senior Lecturer and Co-Deputy Director of the Human Rights Centre in the Essex Law School. Working at the intersection of international human rights law and global public health for two decades, her current research focuses on (i) human rights in the context of epidemics and pandemics, such as COVID-19 and pandemic influenza; (ii) the protection of health and other socioeconomic rights in the context of climate change mitigation. Her research activities and publications also cover: global and national health human rights institutions' promotion and protection of the right to health; sexual and reproductive health; mental health; the human rights implications of privatisation of health systems. Judith has run projects and undertaken consultancies and advisory roles with global and national institutions to advance human rights in the field of public health worldwide including: WHO (pandemic influenza, COVID-19); the Independent Panel on Pandemic Preparedness and Response (COVID-19); UNFPA and the Ombudsperson Institution of Kosovo (national assessment of sexual and reproductive health and rights); UNFPA and the Commissioner for Human Rights Azerbaijan (national assessment of sexual and reproductive health and rights) as well as OHCHR, UNICEF , DFID, MedAct and IPPF. In 2020, she submitted evidence to the UK Joint-Committee on Human Rights on the UK COVID-19 response. She provided research assistance to Dainius Puras several times during his mandate as UN Special Rapporteur on the right to health (2014-20). She has worked as a long-term consultant with WHO Department of Sexual and Reproductive Health and Research (2015, and 2009-11). In 2002-08, she worked as the Senior Research Officer to the first UN Special Rapporteur on the right to health, Paul Hunt. In 2018-20, Judith was Co-Coordinator of the Economic and Social Rights Academic Network UK and Ireland (ESRAN UKI). From 2015-2019, she was Deputy Director of the Human Rights Centre Clinic. She oversaw clinic projects on: criminal law and human rights in areas including abortion, sexuality, drug use and possession and sex work (International Commission of Jurists); the practice and potential of UN agencies and human rights mechanisms to act as amicus curiae (UNAIDS); privatisation of healthcare (Global Initiative for Economic, Social and Cultural Rights, Oxfam and ISER); universal health coverage and marginalised groups (UNAIDS); and health in the UPR procedure (WHO). Judith has an LLM (distinction) in International Human Rights Law (Essex University, 2001), an MA in History (Cambridge University, 1999), and a Postgraduate Diploma in Public Health (London School of Hygiene and Tropical Medicine, 2023, award pending).
