Camilo Ramírez Gutiérrez

Biography

Camilo Ramírez Gutiérrez is a PhD Candidate in Law at the University of Essex. His research explores the regulation of force against hybrid armedcriminal organisations under international law, focusing on the intersection of international humanitarian law, international human rights law, and international criminal law. His work examines how international law responds to contemporary forms of organised violence involving non-State armed groups, organised crime, and emerging technologies. Camilo is also a Research Professor at Universidad El Bosque (Colombia), where he teaches undergraduate and postgraduate courses in international law, international humanitarian law, human rights, and justice theory, and leads a research group on Peace, Security and International Law. He has more than nine years of university teaching experience and has supervised student research projects and international moot court teams. He was a Visiting Fellow at the Exeter Centre for International Law, University of Exeter, where he conducted research on the application of international humanitarian law to the digital practices of non-State armed groups. He is also a GSDEC Summer Fellow with the Global South Dialogue on Economic Crime, undertaking research on the relationship between organised crime, rebel governance, and international law. Before joining Essex, Camilo served for almost seven years as a Law Clerk at Colombia's Special Jurisdiction for Peace (JEP), working on cases involving international crimes and transitional justice. He has also collaborated with the International Committee of the Red Cross (ICRC), the Colombian Ombudsman's Office, and other national and international institutions on projects concerning armed conflict, humanitarian law, and the protection of civilians. His research interests include international humanitarian law, international criminal law, the law governing the use of force, non-State armed groups, organised crime, cyber operations in armed conflict, and transitional justice.
