Donald Trump’s proposal to build a border wall between Mexico and the US has attracted an enormous amount of attention. But is Trump’s proposal really that remarkable? After all, it’s common to believe that states have a right to exercise discretionary control over their borders.
Isn’t Trump simply exercising that right, albeit in a particularly enthusiastic and somewhat mischievous fashion?
