Dr Marsden is an expert in network neutrality and other forms of Internet filtering and censorship, Dr Guinchard a renowned author in the field of Internet criminal law (‘cybercrime’). Transferring Essex knowledge about European law will aid the development of better regulation and law by national government and European Commission, specifically in the development of broadband networks.
Recipients already have a long track record of inviting the principal investigator to address UK government (BIS), Parliament, regulator (Ofcom) and corporate (IICom, Westminster Policy Forum) events, on the European law of electronic communications networks. Recently the key policy issue has been Directives and their implementation in national laws on Internet filtering and network neutrality. Marsden was the only academic to address the European Network Neutrality Summit co-hosted by European Commission/Parliament, and Expert Advisory Board member for both PARADISO2 and ‘Towards a Future Internet’ FP7 projects.
