INTERNATIONAL PROJECT: Tanzania

The project: Analysis of the Situation of Children in Conflict with the Law; Assessment of the Access to Justice System for Under-18s; Child Justice Strategy and Reform; Development of Child Protection Policies and Procedures for Detention Facilities, Development of a Rehabilitation and Reintegration (Diversion) Project; and Technical Assistance on Child Justice Law and Policy Reform.

In 2011-12 CCLC’s international department conducted an assessment of the access to justice system for under-18s, and an analysis of the situation of children in conflict with the law for UNICEF Tanzania. Together, these two studies examined the law, policy and practice related to the child justice system. Based on the conclusions and recommendations that the CCLC’s international department reached in these reports, the Centre developed a strategy for legal and institutional reform, including models for community prevention, diversion, legal advice and representation, rehabilitation and reintegration.
 
Following the adoption of this strategy by the Government-led Child Justice Forum, the CCLC’s international department has been actively supporting UNICEF Tanzania and the Government of Tanzania to implement the reform programme. In particular, the CCLC’s international department has been responsible for: the development and implementation of a legal aid model for children in conflict with the law; the development of community diversion and rehabilitation programmes; the development of child protection policies and procedures for detention centres accommodating children; and, capacity building with police and detention centre staff.
 
CCLC’s international department has also advised on the strengthening of laws and regulations relating to Child Justice in Tanzania, including the Juvenile Court Rules and Regulations on the implementation of the Law of the Child Act relating to Child Labour and Child Protection
